Length: 5-7 pages, plus title page and separate bibliography, 12 point Times New Roman, written in
proper essay format with an introduction with a thesis, body and a conclusion.
Essay Question:
How should a liberal democracy respond to the vulnerability of irregular migrants?
Should it expel irregular migrants whenever it finds them? Should it accept them as
members of the community, at least after they have been present for an extended
period, and grant them legal authorization to stay? Should it pursue some other
alternative, with a path to permanent residence mixed with penalties and
restrictions?. (Carens 2010: 5)
The above question forms the basis of Caren’s essay “The Case for Amnesty,” in which he argues that
“[i[rregular migrants should be granted amnesty –allowed to remain with legal status as residents – if
they have been settled for a long time” (2010:6). In explaining his argument he notes: “[t]he moral right
of states to apprehend and deport irregular migrants erodes with the passage of time” (2010: 18). Do
you agree with Caren’s argument? Why/why not? How should a liberal democracy respond to the
vulnerability of irregular migrants?
In preparing to answer this question please read Carens, J. (2010) Immigrants and the Right to Stay
Cambridge: MIT Press. pp. 1-50 (Caren’s essay entitled “The Case for Amnesty”) and responses by
Douglas Massey (pp. 73-79) and Linda Bosniak (pp. 80-92).
In answering this question your essay must provide the following information:
1. SUMMARY OF CARENS’ THE ARGUMENT: Please ensure you provide a detailed summary of
Caren’s main argument and of his supporting points: What does Caren argue? Provide a detailed
summary of at least 3 points or sub-arguments that he gives to support and justify his argument
that irregular migrants be granted amnesty. Evaluate the pros and cons of his arguments.
2. DEBATE: Massey and Bosniak engage with Carens’ arguments providing critical reflection,
support and critique. On what points do Massey and Bosniak agree with Carens? What criticisms
do they raise about his argument? Please be specific and detailed and outline in your own words
the points of agreement and disagreement that both respondents raise regarding his argument.
3. YOUR ASSESSMENT: Do you agree with Caren’s argument? Why/why not? Please support your
argument with well-reasoned arguments, outlining them in a manner similar to Carens, Massey
and Bosniak. In providing an assessment you are free to also use points made by Massey and
Bosniak with which you agree along with any of the readings or discussion from class to help
support your arguments as well.
4. NOTE: Mechanics: papers will be marked down substantially if any of the following
mechanics are found: spelling and grammar mistakes, no title page, failure to number pages,
failure to provide a bibliography, failure to follow the style guidelines for in-text referencing using
the author-date system (e.g. Weber and Pickering 2011, or Weber and Pickering 2011:page#) and
bibliographic referencing as outlined in the provided guidelines.

1. Referencing: Use proper referencing. List any sources that you cite (including proper references for
Johnson, Malkki and Rajaram) alphabetically in the bibliography.
Underline or italicize titles of books and journals.
Article “titles” should be in quotation marks.
You need a complete reference for every source used, every time you use it. Failing to do so is
plagiarism. For citation style please use author-date system (see end of page or summary or summary
of Chicago Manual of Style online http://library.williams.edu/citing/styles/chicago2.php
2. Title page: All essays should have a title page. On this page put the title of the paper in the center.
In the left-hand, lower corner type your name, student #, course title, Professor’s name and date.
3. Formatting: All papers should be double- spaced and typed and not more than 5 pages. Number all
pages and put the bibliography at the end as a separate page (not included as 1 of the 5 pages).
4. Proof Read: Proof read what you have written. Even better, agree to exchange essays with a friend
and proof read for each other. Watch for typos your computer can’t catch e.g. from and form – these
you need to catch by reading over your paper before handing it in. Marks will be deducted for grammar
and spelling mistakes.
5. Plagiarism: Plagiarism is defined as the passing off of anyone else’s work as one’s own. Plagiarism
includes: a) Directly copying more than one or two sentences of another’s written work without
acknowledgement. 
b) Closely paraphrasing the equivalent of a short paragraph or more without
acknowledgement. 
c) Borrowing, without acknowledgement, any ideas in a clear and recognizable
form in such a way as 
to present them as your own thought, where if such ideas were your own, they
would contribute to 
the merit of your paper. 
d) Copying, without citation, any clearly recognizable
phrase which another author has coined. e) Copying another student’s essay 
f) Buying or borrowing
someone else’s essay and submitting it as your own 
g) Submitting an essay for one course that you
have submitted or intend to submit for another course.
